The Research On Risk Management Of Railway During Construction Stage

Railway Project has the characteristics of long construction period, large-scale investment, complex organizational structure and technically.Therefore, there are all kinds of inevitable risks which often affect the quality, the construction period and the costs during the construction phase of the project. At present, the risk management in China is still not perfect, the management level and risk awareness is still relatively poor, so it is very important to strengthen the risk management in the project construction stage.Combined the research background, This dissert simply introduce the basic concept of railway logistics center, risk, the risk of construction stage,and then mainly introduces the risk identification,risk assessment risk control and risk superintend in the process of risk management during the construction stage. Firstly, the risk identification methods are compared for their advantages and disadvantages after introduction of this paper to find the most suitable method of case studies; Secondly, building a "AHP-Entropy value "model which is suitable for the quantitative and qualitative risk assessment of the stage of construction from the risk assessment method, and finally the risk response methods are introduced.In the case analysis part of this article, combing with the actual situation of Zhangjiakou railway logistics center, and gradually demonstrate the risk management methods, by the literature review, Delphi method, field research method organization to identified from the organization and management risk, technology risk, economic risks, natural risks, political risks; Then use the " AHP-entropy law" model to evaluate the risk of construction phase; Based on the results of the risk assessment, take some appropriate risk response measures to manage the relatively large risk factors; And finally develop an effective risk control system, form a dynamic comprehensive risk management system.This paper manage the project risk with combination of the theory and practice, basing on the construction stages of Zhangjiakou railway logistics center. I hope the risk management of construction phase will provide a reference to the future railway logistics center projects, improve the risk management and project managers risk awareness, enhance the risk response capacity, and create favorable conditions for the smooth implementation of the project.
