In recent years, with the deepening of reform of system of science and technology, China has emerged a large number of new R&D institutions, which are different from the traditional R&D organizations. As an important carrier to carry out technological innovation and enhance the ability of regional innovation, the R&D institutions play an important role in the innovation-driven development process in China. The new R&D institutions is the product of a certain stage of development of science and technology innovation, is an innovative form of R&D organization. Compared with the traditional institutions of scientific research, the new R&D institutions break the limitations geographical, organizational and technical constraints of the traditional research institutions. The new R&D institutions have higher innovation, flexibility and advanced in the investment subject, management mechanism and property sharing subject.In this study, we selected the new R&D institutions which are identified by Guangdong Provincial Department of Science and Technology as the research object, through the study, we sorted out the current development, the main mode of its construction and characteristics of the new R&D institutions in Guangdong Province. Meanwhile, the research selected four cases of the new R&D institutions in Guangdong Province, and founded some successful and innovational experience of the management system and operation mechanism. Through the study, we found the new R&D institutions of Guangdong province have some problems. In view of these problems, this paper puts forward some suggestions. Finally, from the perspective of university functions, this study analyzes the opportunities and challenges brought by the construction of new R&D institutions.Through the research, this paper draws the following conclusions: First, under the strong support of the government of Guangdong Province, the new R&D institutions in Guangdong Province development rapidly and the new R&D institutions in Guangdong Province have become an important driving force of the development of Guangdong province innovation. Second, the new R&D institutions in Guangdong province is facing the market, focusing on the development of industry, combination of innovation chain and industrial chain, highly combined of government, industry, universities and research institutions, and fully internationalization and innovation. Third, the new R&D institutions in Guangdong province have high in its management system and operation mechanism. Fourth, the case study shows that the management mode of successful experience of the Guangdong Province new R&D institutions lies in the clear positioning and efficient management and operation mode, effective appraisal mechanism and incentive mechanism, International cooperation and colleges and universities to carry out in-depth cooperation. Fifth, in order to promote the development of new research and development institutions in Guangdong Province, this paper puts forward the following several suggestions: the government should pay attention to the introduction of talent team, increase investment in research funding and pay attention to the less developed areas of R&D institutions. At the same time, the New R&D institutions should play their own initiative to play the role of innovation, and strive to create an organizational management system, establish effective mechanism, and strive to explore new ways to promote the healthy development of institutions. Sixth, the new R&D institutions have brought opportunities and challenges for colleges and universities, and have provided a new reference for universities to carry out innovative activities.
