Status And Development Strategic On Rural Information Construction In Jilin Province

The development and promotion of information technology have become an important impetus for the modernization of economic and social since the 20th century 80 years. Our county agriculture rural areas information is base and an important part of the national information and modernization. At present, China is building modern agriculture, it needs a strong impetus for agricultural growth. Modern information technology in rural agricultural economy was an important part of the construction, just as the role of this driving force. So rural information will become the target of modern agricultural development for a long period of time in the future.In view of information technology was an important strategic position and role in the agricultural economy development, we study and analysis of information technology in rural development in the framework of economic theory elements to find an effective model of rural information and operating mechanism on the promotion of rural economic development has important Practical significance.Jilin Province is a major agricultural province , the development direction of agricultural modernization is the agricultural information in the future, agriculture information technology will become a symbol of agricultural modernization. At present, Jilin Province have still a considerable gap in agriculture and rural development aspects of information technology relative to some other developed coastal provinces and regions.Therefore, it is necessary to study, sum up both inside and outside the law of development of information,and fully absorb the rural provinces and overseas information successful experience,and combine with specific agricultural development in Jilin Province, ,and analyze the development of rural information application specific ideas and measures to promote the information level of rural.it is a scientific basis and practical guidance that promoting the continuous development of the agricultural and rural economic development of Jilin Province. Basing on the given analysis, this article study domestic and international history of rural Information and the development status, found our county rural information problems and Jilin Province rural information development situation and Problems. For Jilin Province information construction problems, this paper application economic theory and practice research methods, survey and consolidate Jilin Province rural information development situation. This paper established a comprehensive evaluation index system basised on information situation in rural areas of Jilin Province, and systematically studied information technology in rural areas of Jilin Province by used of AHP and comprehensive evaluation method, and found the gap that existed between the information construction in rural of Jilin Province and the developed provincial areas, and found the factors that cause information technology in rural areas of Jilin Province relative backwardness. Finally, this paper proposed the strategic focus of information technology in rural areas of Jilin Province and explored a service model and the operating mechanism from highlighting the application point of view and emphasizing the effectiveness. Meanwhile,this paper given the particular Strategies and recommendations on how to strengthen rural development of the main protection, system security, technical support and improving resource utilization, expecting to propose theoretical guide and practical reference for the construction of rural information.
