Reach On Public Welfare Scientific Institutions Orientation And Operating Mechanism

Public goods put a serious challenge forward the limited government management ability in the fields of nature, scale, and the number. The third department effectively fills the government power shortage of public domain. In the demain of research services, under the condition of government shortage of manpower and resources, the third department, which plays the role of government public functions, provides technical services.The public welfare scientific institution, as an important part of S&T system, is the main public goods technology provider, which provides public technology and public service for the society. Along with the economic and social development, the public welfare scientific institution has become one of the highlights of S&T system reform.This paper researches from the public goods supply concepts and the public goods supply theories, takes the national innovation system as background, analyzes the institutions reform directions, which are public welfare scientific institutions, R&D enterprises, science and technology intermediaries. Based on literatures analysis and expert interviews, according to the orientation target of public welfare scientific institutions, the paper proposes three dimensions, which affect the institutions reform orientation: market-oriented, public service, task level, then concludes and filters the elements under each dimension. The paper uses Delphi technique to ascertain the critical value of the elements under dimensions, uses AHP to build judgment matrix, lets the experts to grade for the judgment value of variables, and calculates the weights and the total sorting weights, and validats the consistency. Combining with the critical value, the paper constructs the orientation model for the public welfare scientific institutions. According to the institutions' different eigenvalues under dimensions, the model orientates the suitable development direction. Based on the directions supplied by the model, the paper designs the operating mechanism.The innovations of the paper are the orientation model for the public welfare scientific institutions, as the theory basis for the reform, and the design of the operating mechanism for the institutions after orientated. The conclusion part summarizes the main conclusion of the paper, points out the insuffieiency of the research, and looks into the future research.
