Research On Mechanism Innovation Of Characteristic Town Construction In Zhejiang Province

Up to 2016,the urbanization rate in China has reached 56.1%.According to S-Curve,the law of urbanization development,China has entered into the middle and late period of urbanization,in which a new phase of development is under way in China.However,emerged gradually new problems such as overcapacity and the housing vacancy rate in the second-and third-tier cities,all that have existed in big,middle and small cities,and that have become the nightmare of all sectors of the society.In that case,what various circles of the society are now focusing on is how to get out of the low value-added industry and break the bottleneck of poor-quality urbanization and start a new era with high value-added industry and high-quality urbanization.Under such circumstances,the emergence of the towns with characteristics in Zhejiang Province is just at the right time.What comes after includes not only the new industrial parks with characteristics and innovative development forms,but also new types of communities full of energy and strong cultural atmosphere.As the same time,emerge the new planning mechanism,the new construction mechanism and the new management mechanism.The construction of towns with its features has made great innovations in the upgrading industrial transformation,the investment and operation of enterprises,the approval and management of the government and the planning model.The key words discussed in the article are "towns with characteristics".Based on the on-spot interviews,investigations and researches,the article mainly summarizes the status quo of the construction of towns with characteristics in Zhejiang Province,and analyses the three innovations during the construction,i.e.the innovation of planning mechanism,of the enterprise operating mechanism and of government management mechanism.These three major innovations have been basically throughout the whole process of construction of towns with characteristics in Zhejiang Province from preparation,planning,reporting to the government,the approval of the government granting the name of the town to the operation and management.The first chapter is the introductory part,which mainly analyzes the social background for the emergence of towns with characteristics,and makes clear the purpose and significance of the research,the definitions of the related concepts,the research method and the technical route.The second chapter is the feasibility analysis and evaluation of the status quo of constructing towns with characteristics in Zhejiang Province.It is mainly about the origin and general situation,the clarification of relevant policies,and the analysis and evaluation of typical cases in this field.The third chapter mainly analyzes the innovation of the planning mechanism in the construction of towns with characteristics in Zhejiang Province,including the innovation of method,the content and work in making the plan.The fourth chapter mainly analyzes the innovation of operation mechanism in constructing the towns with characteristics in Zhejiang Province,including the innovation of investment,construction and operation.The fifth chapter is about the innovation in the management mechanism of the local government,mainly including the innovation in reporting to the local government,the audit mechanism and supervision mechanism.The sixth chapter comes to the conclusion and gives a prospect of this research.
