The public institution endowment insurance system is an important part of thewhole society, whose development and reform not only relate to the staff’s retireinsurance right, but also matters there form progress and continuous development ofChinese basic endowment insurance system to some extent. The reform ofGuangdong Province public institution endowment insurance system ranks the ex-rowin China, which offers good economic prop up to the reform due to its high speeddevelopment. Research on Guangdong public institution endowment insurance systemwill be advantageous to push that of China. Based on the case of Guangdong, thispaper is arranged as follows.In Chapter1,we introduce the background, purpose and significance of publicinstitution. We analyze the problems in the reform of public institution endowmentinsurance system, propose homologous solutions; enrich the theory and strengthen thelaw protection as well as offer lessons for institutions in other provinces through thestudy of Guangdong public institution endowment insurance system. Generally thereare three types of public institution: institution of administration, institution engagedin the public welfare and those turn into business management. In this paper, we focuson public institution engaged in public welfare.In chapter two,we introduce the Guangdong Province institution endowmentinsurance system reform process and the current situation.<Institutions of staffpension insurance system reform pilot scheme> has been carried out for five years,almost has no progress.<Pilot scheme> encountered with many aspects of resistancein the implementation process, we analyze the cause of resistance. Then analyze thedifficulties and the direction of reform in Guangdong Province and institutions.In the chapter three, we analyze the existed problems in the endowmentinsurance system reform of institutions in GuangDong province. Analyze someproblems left over by history, Under the current mode, negative results will bebrought by disjointed fee payment and treatment and incomplete reflect of payment to the wage level. The paying the fee cardinal number cannot reflect the real wage rateof staff member in public institution, and the negative consequences of theseproblems. Then we analyze the influence of the pension problem on aging pressuresand pension funds. Finally, we talk about the pension insurance system.In Chapter4we seek for solutions to Guangdong public institution endowmentinsurance system. First we propose solutions to the negative results caused by theproblems in the reform:(1) the establishment of the endowment insurance system ofpublic institution should learn the mature experience of abroad and combine it withthe practical environment of China, and finally build up a diversified endowmentinsurance system.(2) delaing retirement to solve the pension pressure generated byaging.(3) establishing a diversified investment system of pension fund which ismarketization and internationalization, preserving and increasing the value of theguaranteed pension.(4) implementation of occupation pension system to resolve theresistance of pension insurance.and analysis the countermeasures, make the summaryof the full article, At last, we propose some suggestion and make the conclusion andprospect.
