The basic principles:"Government guidance, Marketing operation, Voluntarism, Synergy" that be followed by current agricultural insurance system in China. Professional insurance companies become the main operators of agricultural insurance; bear the underwriter, setting loss exploration, claims and other primary operational responsibility for agricultural insurance. According to the data from China Insurance Regulatory Commission, There have 22 insurance companies operating agricultural insurance business by 2013, all of those companies have their own characteristic. In order to identify the preference of planting farmers to performance subject of agricultural insurance, this study takes Inner Mongolia as an example, as well as gets relevant data from the questionnaires of some planting farmers, analyzing the preference of planting farmers to performance subject of agricultural insurance, identifying the factors that affect farmers choose performance subject of agricultural insurance. Research shows that: although farmers have no freedom to choose the performance subject of agricultural insurance, the farmers still prefer to choose the professional performance subject of agricultural insurance which is guided by government; Moreover, the factors that influence farmers choose different performance subject of agricultural insurance are mainly on the level of literacy, income levels and whether received indemnity, etc. The conclusion has decision guidance function to improve the administrative level of existing performance subject of agricultural insurance in Inner Mongolia, and the reasonable allocation of performance subject of agricultural insurance.
