In2005, the government of Yunnan province and Yunnan province tobacco monopoly bureau (company) take pu ’er city as a focus area on the development of subsequent tobacco planting zone of Yunnan province, the development of pu-er tobacco from then on. After several years of development, Pu-er’s tobacco industry developed quickly. However, there still haven’t any related research on the tobacco planting scale efficiency. Planting scale efficiency will directly affect resource advantages and farmers’ income. Therefore, this paper takes400tobacco farmers as respondents in ZhenYuan, JingDong, JingGu, Ning-Er, MoJiang and simao coutry in pu ’er city, takes improving the efficiency of tobacco planting scale as the breakthrough point, builds a evaluation model of tobacco planting scale efficiency, uses DEAP software to test the tobacco planting scale efficiency, and uses the Tobit regression analysis method to get the main factors that affect Pu-er’s tobacco planting scale efficiency and its’mechanism, finally, puts forward suggestions on improving the efficiency of pu-er tobacco planting scale.This paper is divided into the following six parts:Chapter1:Introduction. This chapter mainly introduces research background, research significance, purpose, content and technical route, methods and innovation, this part is the basis of the study.Chapter2:Research foundation and literature review. First, it defines some basic conceptions,then summarizes literatures and research of domestic and foreign about agricultural scale and the tobacco planting scale and efficiency, finally, summarizes and reviews DEA method and its evaluation model.Chapter3:The profile of Pu-er tobacco and the source of the empirical data. First, elaborates the profile of Pu-er ecological tobacco from the five aspects, that the natural ecological condition, social economic condition, the basic situation of tobacco development, the tobacco quality and market demand, the restricting factors. Then, introduces the source of the empirical data and describes the statistics of survey data.Chapter4:The empirical study on the scale efficiency of Pu-er tobacco based on DEA. It’s the key research contents of this article, which builds the evaluation model and evaluation index system of tobacco planting scale. Then, uses DEAP software to do empirical analysis on the survey data to reveal the change rules of the scale efficiency of Pu-er ecological tobacco.Chapter5:The factors analyses of the scale efficiency of Pu-er ecological tobacco. With the efficiency value from last chapter as explained variables and the influence factors of planting scale efficiency as explanatory variables, to reveal the mechanism of various factors on tobacco farmers’ planting scale efficiency by using Tobit model.Chapter6:The research conclusions, policy suggestions, and research prospect. This chapter summarizes the main research conclusions, puts forward the corresponding policy suggestions and problems for further research. This article’s main research conclusion includes the follow parts:firstly, the pu-ers present tobacco planting scale is small; secondly, the size of the tobacco plant scale has a large range to promote; thirdly, there are different levels of redundancy in capital input, labor input and farmland investment of the non-scale-efficiency farmer; lastly, there are11variables that have significant influence on the scale efficiency of Pu-er ecological tobacco planting:whether is three years consecutive planting, the fixed assets on tobacco, the labor input and employee input, pesticides fee, chemical fertilizers fee, machine-cultivated fee, fuel fee, transportation, planting area and the income of flue-cured tobacco.
