Decision Study Of Access Phase Of PPP Project Based On Public Participation

Public-private-partnerships(hereinafter referred to as PPP model)is an emerging construction and operation model in the field of public project construction in China.The limitations of the government's decision-making horizon and the imperfection of decision-making information cause occasional failures in PPP projects,leading to great losses in the public interest and decline in national credibility.Seen from the failure cases of many PPP projects,the lack of public participation in the access decision-making stage of PPP project is an important reason for mistakes in PPP project decision-making.The core issue for public participation in PPP project access decision-making is the issue of reduced efficiency in decision-making under public participation.From the perspective of decision-making theory,decision-making efficiency mainly concerns procedural degree of decision-making,clarification of decision-making responsibilities and the ability of decision-making information processing.Therefore,the main research contents of this paper are as follows:The paper first analyzes the project stakeholders' appeals by literature analysis?face to face interviews and questionnaire surveys,and determines scope and links of public participation from the perspective of whole process risk analysis.On this basis,it analyzes and refers to domestic and foreign evaluation index system for public welfare projects,and establishes decision index system for public welfare project in public participation link through questionnaire verification.Based on intuitionistic fuzzy numbers and fuzzy measures,a decision-making model for model applicability evaluation and program evaluation is proposed through theoretical derivation with decision-making scenario analysis.Based on the theory of huge group decision-making,a decision model for project social capital selection is proposed through theoretical derivation with scenario analysis of public decision-making.The main creative work of this paper is as follows:(1)The paper puts forward the methods of defining public participation nodes,participation methods and public groups in the access decision-making stage of PPP project.(2)It proposes an access decision-making index system for PPP project based on public participation.Specifically,it includes applicability evaluation decision index system of PPP mode,program evaluation and decision index system,as well as social capital selection and evaluation decision index system.(3)An evaluation and access stage model adaptability and projects program decision-making model is constructed for PPP project to solve the problem of information loss and index independence,thereby solving the problem of information processing in program evaluation and decision.(4)An access decision-making model is constructed for social capital selection in PPP project to solve the problems of expression and grouping of social capital evaluation and decision opinions,thus solving the problem of decision-making information processing in social capital selection.The research results of the paper enriches PPP project decision-making theory,improves the efficiency of public participation in decision-making in the PPP project decision-making stage,reduces the probability of decision-making mistakes in PPP project,and promotes the overall rise of public welfare.At the same time,this research means great significance for the development of public project decision-making democratization in China and the innovative development of PPP project decision-making model.There are 11 figures,61 tables and 154 references in the paper.
