Research On Bidding Management Of International Project

International project bidding management means series of measures to avoid the occurrence of failures and improve effectiveness and quality of works and achievements in bidding procedure which need to be done by contractors who aim to win the bid. In the era of economic globalization, the trend of international contracting market is becoming stable and prosperous, and the international contracting business of China is booming in recent years. In order to select the most cost-effective contractor, open bidding is still the most favored procurement approach by owners all over the world. However, the bidding of international project is much more complicated than to run a domestic one, problems and failures occurred when Chinese contractors started bidding which reflects that the level of bidding management of Chinese contractors needs to be improved.In this thesis, the status of Chinese contractors’bidding management of international project is firstly analyzed. On the basis of analysis of the main contents and features of international project bidding, common problems and failures in which occurred in each bidding stages are identified and concluded through methods of Questionnaire Survey and Literature Research, and lately, main problems of international project bidding management of Chinese contractors are summarized based on previous research. Then, through rounds of expert interviews, several fundamental causes of previous studied problems of international project bidding management of Chinese contractors are summarized. According to these causes, several worlds’ famous international contractors (from Europe, North America, Eastern Asia) have been selected and also their advanced experiences about international project bidding management combined with specific evidential cases have been studied. Inspirations are obtained after the analysis and summary of their advanced experiences. Finally, based on previous inspirations, proposals to strengthen the international project bidding management of Chinese contractors about talent, organization, regulation, knowledge and informatization are proposed.
