International Project Bidding Decision Making

The new thinking and method was put forward to make tendering decision according to the characters of tendering after the analysis of theory and models.It divides the tendering decision into two phases, projects selecting and bidding decision.The whole thesis is spread from these two phases.The tendering decision for international project is a very complicated process, and it comes down to many fuzzy factors.This paper applies the fuzzy integration judgment method with AHP method to choose the bid item, and it efectively improve the method of the bid decision-making.The paper has also dissertated systematically the compose and calculation of bidding and discussed primarily the bidding strategy and technique, in which, expectedprofit-----one of the described strategies is specially studied to determine the biddingprice by facing diferent cases of competitors so as to not only win the bid, but also achieve the objective decided in the pre-bid policy making. Bidding decision problems are highly unstructured and are commonly based upon intuition and past experience. This paper presents a case-based reasoning bidding decision support system. It solves new problem by matching against similar problems that have been encountered and resolved in the past. This system helps contractors with the dynamic information varying with the specific features of the job and the new situation and remedies the limitation of rule-based expert system. Theframework, operational procedure and key technology are explained in detail.The thesis points out the bidding drawbacks of our country's engineering company and put forth several proposals about improving the accuracy and reasonability of the bidding to our engineering company in connection to the developing trends of the future.Finally, in order to demonstrate the application of the tendering decision by analysis of pre-bid policy-making and strategy of bidding, an example of project performed in Southen Asian is well described to show that this paper is beneficial to enterprises whose business involving in international engineering.
