With the advent of economic globalization, the influence of economic crisis, the world economy has a slow recovery, lack of new growth source of power and there are many uncertain factors, the lack of new sources of growth, there is downward pressure on economic operation in our country, some industries have serious problem of excess production capacity, the obvious contradiction between employment, food, medicine, quality, ecological environment deterioration, such outstanding problems as enterprise credit crisis has not ease can lead to the development of our country enterprise more difficult. Some of the small and medium-sized enterprises (smes) are influenced by the planned economy is deeply ingrained, employees’backward thought of management philosophy and management methods, struggling in the increasingly fierce market competition. In order to enterprises’survival and the normal development, Executives try their best by streamlining, structural redundancy, a number of measures such as increased investment in innovation, reduce production costs, improve enterprises’ efficiency, enhance enterprise competitions. But the practice has proved that these although can reduce the cost, but not necessarily can significantly improve the performance of the enterprise, to really make the improve enterprise performance, only to optimize enterprise performance management.Unfortunately, some small and medium-sized enterprises at present, the management performance management is in the initial stage,Some have insufficient understanding of performance management,some equivalent performance management to performance appraisal simply,some performance management can’t be effectively implemented,Some are blind imitation of comparisons with foreign performance management theory directly,some performance management become a mere formality, even some enterprises’ managers do not know the performance management. Some companies’backward management style has severely restrict enterprises’development. On the other hand, it is a talk to achieve goals.In this paper, based on the present economic environment, investigating many companies,focus on the present situation and problems of enterprises’performance management, find that the Z company established restructuring and reorganization of state-owned enterprises is representative. And then the author make full investigation of Z company,find the problems in the enterprise performance management,the combination of performance management theory knowledge,draw lessons from the practice of performance management success stories,restructuring performance management organizations of Z company, improve the management process, improve the performance index system, prepare the training plan, strengthen the management of communication, fully application of performance results, sound the supervision of the performance management mechanism, ensure all performance measures can be effective implemented, improve employee’ performance, promote the strategic goals. The innovation of this paper is combination with the characteristics of the company, setting up specialized agencies responsible for performance management, giving a higher power, together with the human resource management department to promote effective implementation of performance management. In addition, using the Key Performencen Indicators (KPI) to decompose the enterprise strategic goal to department,workshop, and individual, with Balance Score Card (BSC), finding the target in the four aspects of BSC, and then to department, workshop and individual performance evaluation.Improve the compensation incentive system, give play to the important role of performance bonus, motivating staff work enthusiasm. I Hope this research can be processed for small and medium-sized production enterprises in the aspect of performance management improvement and salary incentive, provide reference.
