As the key element of Human Resource management, performance management plays the core role in enterprise which would affect the realization of the goal and improvement of the core competition. In recent years, the enterprises increase more knowledge of performance management and also make the achievement in practice. However, due to the old system, traditional culture and way of thinking, the state-owned enterprise in China still have the inadequacy knowledge about performance management and remain backward in level.A Research Institute is one of key national research institutes. In recent years, the contradiction is become increasingly obvious between the imperfect performance management level and the rapid growth in A Research Institute. Due to the system and the traditional management ideas, A Research Institute currently exist in performance management, performance target value decomposition is not clear, performance appraisal index too simple, serious problems such as lack of performance communication. Establish and implement scientific performance management system is to improve the management level, A Research Institute will speed up the development of beaten road. Based on A research center of A department - assembly as the research object, A research institute in full to the overall performance management status and assembly center of performance management department of investigation and analysis on the basis of modern performance management theory of how to conduct the performance center institute assembly management reform studied.Firstly, the Article reviews the related knowledge of performance management theory, and adopts the methods of questionnaire and interview to investigate and diagnose the current situation of the A Research Institute's old system of performance management. A research on the current diagnosis of performance management in A research results of performance management aspects of performance management, no complete management on the performance management system, lack of specific performance evaluation index, no attention performance communication and performance problems such as formal. Second is the performance management scheme design. Due to A Research institute in performance management experience is very deficient, the top leaders decide selecting the Center of Assembly as the representative department to improvement the system of old performance. In the Center of Assembly performance management scheme design process, based on A research institute of strategic objectives are analyzed in detail, and combining the actual business center of assembly on the strategic goal of decomposition. And through the fishbone diagram method of assembly center of the critical success factors are analyzed and the department of KPI, based on the combination of assembly centers each job analysis finally established management, technical post and operating post of performance evaluation indicator. Finally, the article draws specific solutions with the Center of Assembly how to implement and sustained improvement the new performance management.Now the Assembly Center of A Research Institute is planning to implement the program of performance management, and the leaders have the high degree of attentions. It will appear many areas needing improvement in the implementing process of the new performance management, but I believe it will make great achievements through the continuous improvement of the performance management center, and lay the foundation and accumulate experiences for A Research Institute to establishment and implementation of new program of performance management.
