| With the development of practical technologies, such as electronic information and message-transmissing, network-based information communication is playing an ever-increasing role in the process of economic globalization and trade liberalization. Particularly, inspection office of the port, the supervisor of the import and export, is also under the tide of internet. In other words, as the major holder, producer, deliverer and user, the authority is facing the transformation brought by the information revolution. Therefore, the construction of Electronic ports(or E-Ports) should be the basic trend of the innovation of this section, and it can be held to accelerate the development of external trade as well.It has not been long since the establishment of E-Ports. In this area, certain beneficial exploration and practice have been made by a majority of governments worldwide at this time and age; meanwile, China has also achieved a remarktable improvement. Though in serveral particulars, China can catch up with the advanced world level; in the whole, E-Port in China still has a long way to go. And many theoretical and practical problems have popped up during the development in our country.In this disertation, four aspects of the E-Ports construction in Yunnan are expounded. First a value analysis under the perspective of philosophy of technology is conducted on E-Ports in Yunnan. Second, through an observation about the status quo of the construction, noticeable achievement, on one hand, problems and deficiencies, on the other, are located, which can direct future development. Third, the claim that the E-Ports in Yunnan should be bulit on the market-driven basis is put forward and demonstated. Last but not least, a resource integration mode with high efficiency should be constructed through a profound philisophical reflection. In order to give impetus to the development of E-Ports, serve as the roll booster of a growing market economy, and take shape of a scientific, reasonable, efficient operation development orbit, we should strengthen resource integration, deepen technology application, expand information sharing, and pinpoint development strategy. |
