With the continuous deepening of the country’s economic transformation and upgrading, Inner Mongolia region ushered in the era of rapid development of economy, more and more investors are willing to invest in Inner Mongolia, especially in energy, electric power industry with local absolute advantage in terms of increasing investment, at the same time the talent competition problem is increasingly outstandingZD power plant in Inner Mongolia, a wholly owned power generation enterprise of Inner Mongolia under sasac, enterprise after ten years of development has trained a large number of young, electricity talents. But with the great development of our economy, a large number of state-owned, private enterprises gradually into the Inner Mongolia establish power generation enterprises, especially some large state-owned power companies, such as Guodian, Huadian, DaTang, Beijing power generation, invest in Inner Mongolia, making local electric power enterprises in Inner Mongolia was accelerated outflow of talents, cause local electric power enterprises brain drain is serious. In the face of such fierce competition situation how to retain talent, improve the ownership of talent, and sustainable is imperative in the development of Inner Mongolia electric power plants. ZD power plant in Inner Mongolia want to have a foothold in such fierce competition that need from many aspects to adjust, find a more suitable for this enterprise human resources development strategy, to attract talents, retain talent.In this paper, the cause of brain drain in Inner Mongolia ZD power plants has carried on the detailed analysis of all-round, multi-angle, at the same time also to interview employees who left, investigate the real reason for the employee turnover and expectations of the enterprise. In view of the problems related to this research has made the specific human resources incentive system. Improve employee satisfaction, make the employees get to show themselves platforms, allowing employees to work hard in order to maximize its own utility, improve work efficiency. At the same time, make the enterprise benefit maximization, minimize the brain drain. This study try to brain drain to the existence of Inner Mongolia local electric power enterprises to provide a scientific and effective human resources incentive system, to help enterprises solve the brain drain, provide reference for related enterprise human resources management.
