Principle And Method Of Benefit Evaluation Of County - Level Land Use Planning And Its Practice In Yunnan Province

As an important carrier and the foundation of all resources and environmental elements′circulation and maintenance, land resources plays an irreplaceable role in social and economic sustainable running, which is particularly evident in China—has a limited amount of land resources, but the population far more than other countries. The general land use planning provides effective guarantee for the scientific and rational use of land, the implementation of which is not only decides the sustainable utilization of land resources, but more directly related to the healthy and orderly development of the national economy over the long term.The evaluation of general land use planning implementation has become an important means of assessment of general land use planning implementation, as an important part of the general land use planning implementation evaluation, to evaluate the benefit of general land use planning can not only enrich the general land use planning implementation evaluation system, and has a strong guiding reference value to make, adjust and improve the general plans scientific and reasonable.Taking the implementation benefits of general land use planning as the research object, by exploring and refining the basic principles of the benefit evaluation of land use planning, this paper clearly defined the connotation, object, structure of the benefit evaluation of general land use planning, applicated the index comprehensive evaluation model of general land use planning implementation benefit, to make a quantitative analysis of the economic benefit, social benefit, ecological benefit and comprehensive benefit of the current general land use planning implementation at the county level in yunnan province during 2010-2012, and used GIS to make the evaluation results in visual expression, in order to provide the basis for developing a regional strategy for the rational use of land resources, decision-making, as well as carrying out the establishment or adjustment of the future work on general land use planning.The results showed that:(1)There were obvious differences among economic, social and ecological benefit and comprehensive benefit of the current county level general land use planning implementation in Yunnan. From the perspective of increased benefit produced from the planning implementation with varying degrees of counties(cities, districts) accounting for the proportion of the province’s total number of counties, economic benefit was 98.45%, social benefit was 58.14%, ecological benefit was 25.58%, and the comprehensive benefit was 36.43%.The economic benefit is obvious, but social and ecological benefits are less, which affected the comprehensive benefit. social benefits is not obvious, the falling per capita grain yield was the main cause, and the main reason for unobvious ecological benefit is the rate of wetland protection′s decline.(2)There were both differences and contact of the economic, social and ecological benefit and comprehensive benefit in the spatial distribution. From the perspective of the concentrated distribution area of increased benefit produced from the planning implementation, it is in the middle and southwest of yunnan about the economic and social benefits,southwest and northwest about the ecological benefits, southwest and middle about the comprehensive benefits. Besides, There is spatial distribution uniformity in more obvious area of planning implementation′s economic and social benefits to some extent.
