Along with social economy development and continuous improvement of people’s living standard, the cosmetics industry obtained unprecedented development. Cosmetics is not women’s choice any more in the traditional concept, now it has became a daily supplies for everyone, it is also closely related to people’s life. In our country most of cosmetics are made of different chemicals allocate. The chemical composition in chemical products has certain improvement effect but also has potential risk to human health. This dual nature turns the cosmetics into a "double-edged sword".In recent years, our country has carried out a series of reforms in the government function, the cosmetics supervision system has been gradually developing, but it still has a big gap compared with the developed countries. Meantime, the contradictions between the rapid development of cosmetics market and unsound supervision system are emerging, and raise a series of questions: including the event of cosmetics harming consumers’ health happens often. The regulations of cosmetics supervision content have multiplicity of items and lag. Regulator overlap or is absent. The supervision standard is complex and not uniform, so the enterprise couldn’t know how to do. Technical standard is out of the date, and measurement technique is backward. Supervision information is not shared, and so on.Based on the public management theory, and using the methods of literature analysis, comparison and case study, the author researches on the cosmetics supervision system(including supervision regulation, supervision department, content of supervision), analyzes the problems and reasons in present regulation of cosmetics safety supervision. Meantime, learning the cosmetics supervision system of EU, America and Japan, the author puts forward the suggestions to improve the cosmetics supervision, and then improve the ability of government public service, strengthen the supervision of cosmetics, accelerate the healthy development of cosmetic industry, and lay the foundation for helping our cosmetics industry reaching out to the world.
