Enterprise, as an important carrier of economy, has occurred profound changes along with intensified economic globalization. The competition between the enterprises also has not mere sense of competition of point to point, but in a competition with organic combination, reasonable division of labor, resource sharing, complementary advantages, coordinated development pattern with affiliated enterprises, this model is called industry chain competition.Industry chain theory is the theoretical basis and foundation of the paper. Industry chain which has two-dimensional attribute of structure attribute and value property is a relative macroscopic concept and used to describe a certain enterprise group structure which has the inner link. There are a large number of upstream and downstream relationships and interaction value exchange in industry chain enterprises. The upstream link deliver products, services to downstream, downstream link feedback information to upstream. The construction of industry chain improve the overall efficiency of the industry, change the growth pattern of regional economy and the allocation of resources, reduce the transaction cost, promoted the division of labor further refinement.In recent years, China’s economy steady and rapid development, as an important part of national economy in our country, printing and packaging industry, also maintained a continuous high-speed growth. In 2013, the total output value of China’s printing industry reached 1.03985 trillion Yuan, the whole scale ranks second in the world, become the world printing power. However, since 2013, printing and packaging industry in our country encountered unprecedented difficulties because of the global economy situation remains in the doldrums and affected by the complicated international and domestic economic situation. At the same time, the development of printing and packaging enterprises increasingly difficult influenced by the capital, environmental protection, labor, new media and other factors. Therefore, the author selected from the perspective of industry chain to study the regional development of printing and packaging industry in order to adapt to economic new normal contrarian development of printing and packaging industry. Cultivation of printing and packaging industry chain needs to study in a particular area, so the author chose to Rizhao economic and technological development zone as the research object. Rizhao economic and technological development zone as the Rizhao open innovation forerunner area, blue industry cluster district, livable appropriate industry new town, has a unique geographical advantage and policy advantage. At present, China’s biggest pulp production enterprises in Shandong Asia-Pacific Forest Fair pulp& paper Co, Ltd. is located in the area, runs the worlds single scale, technology equipment and environmental protection level leading pulp production line. In the twelfth five-year plan, Rizhao specifically set pulp paper and printing and packaging industry as a key industry of the city focus on building and will vigorously develop. Rizhao economic and technological development zone since 2011 have determined regard pulp and paper and printing and packaging industry as an important level of “4+1” blue industry system to focus on development. Meanwhile, the implementation of the Shandong Peninsula Blue Economic Zone, “a way an era” and other national strategies and south of Shandong port industry belt strategy also has brought tremendous opportunities for development to Rizhao economic and technological development zone which has good geographical advantages. Therefore, to build a new printing and packaging industry chain of Rizhao economic and technological development zone is imperative. The paper is based on related theory of the industrial chain, through collecting and analyzing a large number of literature materials, to study on the connotation, characteristics, types, formation mechanism, optimization and integration and application of industrial chain; Using spot investigation and other methods comprehensive understanding the development status of Rizhao economic and technological development zone’s printing and packaging enterprises, and design a new model of industry chain which adapt to the development of Rizhao economic and technological development zone’s printing and packaging industry, and put forward to countermeasures for the region next to develop printing and packaging industry, and hope to provide theoretical guidance basis and new development direction for the development of Rizhao economic and technological development zone’s printing and packaging industry.
