At the beginning of new century, the development of China’s economy into the “fast lane”, the increasing aggregate economic volume, the economic development model updates, and the accelerating accumulation of economically active population, all contribute to the gradual improvement of urbanization in China. The 18 th national congress of CPC particularly emphasized the major strategy that insist on the road of urbanization with Chinese characteristics, and the third plenary session of the eighteenth CCCP also illustrated thoroughly the issue on the improvement of the mechanism of healthy development of urbanization. Based on the inevitable choice of development path, China faces an increasing demand for land for giving great impetus to the urbanization. However, the current natural and economic situation-large population and deficient land-will become “a lion in the way” for this urbanization. Under the condition of relatively stable space of national land and a demand for continued economic development, a research on the reasonable and effective supply of land resource has become a critical subject for the need of urbanization.Japan, adjacent to China, experienced a rapid development with their special development mode during the Meiji restoration, catching up with the economic level of western developed countries that had made efforts for several hundred years, and became the Asia “champions” in the development of urbanization. But note that, just like China, who faces a shortage of land and resources, Japan has created an incredible level of urbanization in the international community. Therefore, the thesis is based on the similar characteristics and problems in the development of urbanization between China and Japan, and studies how Japan succeeded in the supply of land resources with very scarce resources, which will provide China with practical experience for standardized land management and intensive land utilization. The thesis focuses on the China-Japan mutual comparison and objective analysis for urban land supply in an attempt to find out the possible issues in China. With reference to the Japanese experience for land supply in the process of urbanization, the thesis concentrates on the methods for the improvement of China’s lack of land supply in the process of urbanization, the realization of legalization of land supply, the in-depth discussion of the concept of public interest, and the scientific definition of the scope of China’s urban land supply.
