Studies On China Urban Land Supply System

Urban land is the important basic resource for national economic development, and it is the important support of the city expanding and the society progression. Using the urban land resource effectively is the powerful impetus for the national economic development. The system of urban land supply is the powerful tool for regulating the urban land market, making the urban land use criterion, and enhancing the efficiency of the urban land use. Perfecting the system of urban land supply is very significant to resolve the problem of urban land use in our country, promote the city expanding reasonably, impulse the society economic continuable development.The thesis explains the basic concept and content of urban land supply firstly, and then gives a detailed statement of the basic theory of urban land supply. With describing the history of urban land supply in our country and compare with the other advanced country, explains the disfigurement of urban land supply of our country in detail: the speciality of resource and the speciality of assets always being mixed up; the system of trading land usage right is unreasonable. The origins of those situations mainly for that: because of the restriction of the system of civil-owned urban land in our country, the government couldn't play an explicit role in market economy; at the same time, the faulty system of urban land property right and the comparative roughness partition on property right system can't meet the requirements of society economy's rapid development.Based on the situations talking above, the paper gives suggestions as follows. The speciality of resource and assets of urban land should be partitioned. The government should supervise the urban land use, and the state-land-asset company should be set up to manage the urban land. The concept of exploitation right and space right should be introduced, and the theory of property right of urban-derived-land should be based. To solve the current problem of urban land usage right in our country by system innovation.
