With the rapid economic growth, urban growth comes more and more fast. Not only growth on GDP, increase on employment opportunities and so on come with urban growth, but also many problems. Nowadays population urbanization lags behind industrialization and land urbanization badly.’Land first, then population’ pattern of urban growth can not conform the requirements of economic development today. It is urgent of the change from quantity to quality in urban growth. It is the key of research the internal logic of urban growth that study on the ’supply side’ of land management which is vital to China’s urban growth. The increase of employment space and living space in the city is the most obvious physical phenomena of urban growth. As the largest employment space and the largest living space, the supply of industrial and residential land has an important effect on urban growth.This paper is aim to reveal the logic and strategy of urban land supply in urban growth and provide policy implications to the healthy urban growth, starting from the supply of industrial and residential land as the ’supply side’ of urban land, carding the evolution of the supply policy, excavating the motivation of local government behind urban land supply, combing the current level of economic development then put forward the theoretical hypothesis and collect relevant data, drawing an empirical analysis. The theoretical hypothesis and empirical analysis put forward has theoretical significance while the research results have certain guiding significance and practical significance.The research achievements of this paper include:1) A theoretical hypothesis of urban land supply logic and connotation according with the current urban growth pattern.2) Verify the theoretical hypothesis based on the panel data of supply volume and price of four first-class and thirty-two second class cities during 2008 to 2014, applying the method of grey correlation analysis to verify the correction between the supply of residential land and industrial land, and supply ratio analysis to research the priority of industrial land. Apply the elasticity of demanding price analysis to verify the strategy on the supply of residential land and industrial land supply of residential land and industrial land.3) The empirical result verifies the first hypothesis:industrial land supply is connected to residential land supply. And it turns out that the priority of first-class cities weakens while the second-class cities strengthening. In the second hypothesis, the local government applies different strategy on the supply of industrial land and residential land. It passes the verification that ’the price of industrial land deciding the volume’, while the other of ’the volume of residential land deciding the price’ doing not.4) According to the research result, this paper puts forward policy implications on population, land and regional industry.
