In recent years the rapid development of the economy in our country, the railway system in the face of the fierce market competition in many technological breakthroughs after entered the era of high-speed rail, plenty of new technology, new technology, new equipment have been put to use, technical staff demand increased year by year. Master of science and technology of the technical staff is the core of the market competition of the railway system, foreign enterprises, private enterprises, local railways use high salaries and other favorable conditions and railway system competition technology talents; internal management mechanism of railway system is not perfect; many individual factors caused unreasonable flow of railway system technical staff, the staff team construction of the system of railway technology, rail system technology development caused adverse effects. Through the research of the railway technical staff flow problem, this paper puts forward the feasible countermeasure, which is very important for promoting the reasonable flow of the technical staff.In this paper a grassroots power supply section technical employees in Beijing Railway Bureau as the investigation object of job satisfaction questionnaire, using the method of literature study and investigation study, from social factors, railway system salary welfare system is not perfect, performance appraisal system is imperfect, the training system is not perfect, the cultural atmosphere of the poor, individual factors such as age, education, family and other reasons caused by flow of technology workers, in fully absorb foreign staff flow model and staff mobility related theory basis and combined with the actual situation of the railway system, put forward targeted countermeasures to promote the rational flow of skilled employees. First do a good job in the recruitment of job analysis and the personnel demand plan, open, the recruitment fair, scientific and standardized screening and hiring; second, establish a system internal technical staff flow mechanism, the establishment of dynamic performance appraisal system, through job rotation, internal transfer to promote the rational flow of the system; again on the salary and welfare, organizational culture, career planning, training system, strengthen the construction, retain staff, avoid unreasonable technical staff outflow.The Beijing Railway Bureau, a grass-roots power supply section as an example, this article analyzes the reasons on the flow of technology workers, and puts forward the countermeasures, although it has some limitations, but for other stations and background similar unit has certain reference significance.
