The competition of contemporary company is the talent’s competition, for high technology enterprise, which is reflected in the more important. Through a series of institutional arrangement to improve high technology enterprise human resources management system, improve the high technical enterprise personnel stability, is the core problem. The article is divided into four parts. The first part is the introduction.
