| Clearance and supervision is the important function of China Customs. To perform functions of clearance and supervision of China customs effectively can help build an harmony and stability order of the import and export,can help economic development and national security of the country’s foreign trade. With the rapid development of China’s foreign trade, law enforcement corruption cases in the customs clearance process is also showing growing number and more subtle trends. Some customs clearance process of rent-seeking corruption and smuggling activities are intertwined, and serious damage to the normal customs clearance order, causing huge losses to the state.Based on the introduction of typical cases of rent-seeking corrupt which happened in the customs’ clearance process,this paper analyzed the causes from customs clearance operating system, Customs internal supervision and constraint mechanisms, the Customs decision-making mechanism and other aspects. In comparison with the civil servent system of Japan and the honest work of the Customs of the United States,this paper issued a series of specific suggestions such as improving the supervision and restiction mechanism,inhancing the operating system for the customs clearance, to perfect personnel management system, greater efforts to openness in government affairs,completing the Customs decision-making mechanisms and organizational system. |
