Study On China 's Solid Waste Import Regulation

Research on Supervision of importation of Solid Wastes As its rapid economic development asks for more and more natural resources, China has been importing from abroad scraps in great scale. Considered as renewable resources, scraps have had significant parts in our construction of a resource-conserving and environment friendly society. More and more attention is paid to the development use of renewable resources home and abroad with the exhaustion of natural resources. Kinds of measures are taken to encourage the renewable resources industry, which has become the fastest growing sunrise industry. At present, imported scraps which play an import role in the supply of resources, attract great attention with its persistent growth in the gross amount. It deserves a study about sustainable development how to strengthen the supervision of imported solid wastes, in order to promote the circular economy by enhancing a healthy development of importation.With knowledge of the status quo of the importation of solid wastes, this paper demonstrates two entries of solid wastes, legal import and illegal transfer. And there is a positive correlation between the import and the developing of economy. The paper adequately addresses the pros and cons. The advantages are listed bellowed:making up the inadequacy of resources, alleviating the shortage of resources, protecting the natural resources in this country, saving energy consumption, easing the burden of environments, helping regional economy grow and creating job opportunities. The disadvantages are:pollution and smuggling. In general, scraps are not rubbish. The polluting for which human should be responsible, is not inevitable. We are requested to optimize the supervision with a view to make best use of the advantages and bypassing the advantages.On the operation of empirical study and norm analysis, the paper make a full survey of the state quos of the supervision measurements on the importation of solid wastes, make a comprehensive analysis of the institutional setup, the integral law environment of supervision, the measures of the Customs and the Inspection and Quarantine Bureau, the license system of import permit, and the methods of centralization. With a detailed analyze of the problem of the institutional setup and the supervision policy, this paper points out the corrupt practice of institutional fragmentation, regulatory failure, regulatory excessiveness and the externalities.Base on the above-mentioned study, the in-depth research provokes appropriate countermeasures and a conversion to a strategic programming of import supervision from the prospective of Circular Economy. An innovative discussion is carried out to improve the supervision. Therefore, suggestions are presented:1. To carry out holistic governance by integrating the supervision forces and setting up a virtual supervision center for importation of solid wastes.2. To establish a property transaction system by confirming the property rights and constructing a transaction market.
