Research On Mode Of China’s Eco-lndustrial Zone Of Import Wastes

Being essential and sensitive, the inspection and supervision on import wastes which can be utilized as materials is of strong policy and high technique. It is important to take determined and effective measures against the import of harmful wastes for the protection of our environment and people. On the other hand, it is also crucial to make up the resource shortage by reasonable usage of import wastes to satisfy our enormous resource demands during development followed by rigorous restriction and administration. In addition, the import of waste plays an active role in our environment and resource protection. Hence, the administration of import waste has become a key issue right now. Taking an objective standpoint, this article reflects on the problems occurred within import waste administration. While giving positive remarks on previous achievements, the article recognizes that source control and secondary supervision is the right solution rather than strict inspection on import wastes only. On the basis of laws and regulations, a mode of eco-industrial zone of import wastes should be established step by step, following the principle of sustained development and other’s achievements. It is of both practical and historical significance for the promotion of our economic development and protection of our environment, including breaking foreign monopoly and decreasing operation risks.This research starts from problems in current administration system and implementation of government policies. With the reference of theories of eco-industrial zone, a mode of eco-industrial zone of import wastes is proposed on the basis of China’s current conditions. Furthermore, following the principle of sustained development, useful exploration is made from inspection on import wastes, supervision on domestic consignees and users, complete design of eco-industrial zone to eco-program, establishing the basic frame of this mode.Main research methods include data studies, survey research, theoretical analysis and empirical analysis as well as typical case analysis.This research grounds on the description, analysis and evaluation of current import waste supply, usage and quality conditions to carry out survey and evaluation of the implementation of present laws, regulations and policies. With the reference of others’achievements, this research proposed a practical import waste administration mode, which includes on-site inspection, secondary supervision and environment control covering a full supervision from import, transportation, usage to harmless treatment. It is an innovative administration mode with practical value. Moreover, this article also gives suggestions on complete design, eco-programs and policy guarantee to decision-makers.
