Research On Supervision Measurements Of Imported Scrap

Along with the fast development of the China's economy and its society , imported solid wastes from overseas as raw material have become a kind of important supplements for China's relatively lack of natural resources. But, some environment pollution issues from the overseas solid waste accrued at times. How to perfect the management measures of imported scrap are becoming an important issue of the Government and some management bodies.This thesis analyzed the current situations of China imported solid waste from overseas, pointed out that the imported amounts of imported scrap are becoming larger and larger, the source and import areas are becoming broader and broader, conclude the positive and passive effects of importing scrap from overseas to our society and economy. By retrospect the environment, entry-exit inspection and import-export supervision measurements that have formed from 90's of last century, to contrast to the status of international trade, this thesis pointed out some disadvantages of that. First, people's cognition of imported overseas solid waste is not totally correct. Secondly, the measures of management are only focus on environment protection. Third, to a certain extent, management regime is not very clear and technical standards system is not very perfect.This thesis also expatiate some successful experiences from international society and developed countries on solid waste supervision measurements. That is a wholesome legislation and technical standards system on solid waste, some policy to the solid waste recycling industry and technical innovation of the industry. So as to achieve sustainable development, this thesis advised people should recognize the imported solid waste rightly, at the same time, gives 4 main proposals to the government to improve the supervision measurements.7 tables, 1 figure and 53 reference materials.
