The Research On Management Policy Of Comprehensive Utilization Of Industrial Solid Waste In Shanxi Province

Shanxi Province is the national important energy and raw material base,while providing coal,electric power,metallurgical materials,chemical raw materials,building materials and other basic energy and raw and auxiliary materials,at the same time to the development of the economy,producing and Stockpiling a large number of coal gangue,fly ash and red mud,desulfurization gypsum and smelting slag of industrial solid waste.The industrial solid waste occupies the land and pollutes the environment,there are some security risks,which restricts the sustainable development of Shanxi Province and the construction of ecological civilization.In recent years,Shanxi Province adhere to the policy of "reduction,recycling,re-use"and formulated a series of management policies and measures,increase the comprehensive utilization of industrial solid waste,industrial solid waste comprehensive utilization of development by leaps and bounds,in 2014 the province’s industrial solid waste comprehensive utilization rate reached 62.9%.But management policy of comprehensive utilization of industrial solid waste in Shanxi Province,there are still some problems,such as producer responsibility extension system is not enough to implement,fiscal and taxation policy for the use of integrated support dynamics is insufficient,and so on,these management policy existence problems restrict the Shanxi Province industrial solid waste comprehensive utilization of the development.Therefore,in-depth research of the current situation of Shanxi Province,comprehensive utilization of industrial solid waste and to promote the development of comprehensive utilization of industrial solid waste management policy,existing problem and reason,sound industrial solid waste comprehensive utilization management policy,to promote the comprehensive utilization of industrial solid waste,promote industrial economy of Shanxi Province has very important significance for the development of green low carbon cycle.The overall structure of this paper is divided into three parts,the first is the introduction,the second part is the main body of the thesis,the third part is the conclusion.The part of introduction mainly introduced the research object,purpose and significance,the research status at home and abroad in this field,but also a simple statement of the research methods and the innovation and inadequacies.The main part of this paper is divided into three chapters,the first chapter,mainly discusses the basic theory of comprehensive utilization of industrial solid waste,the first interpretation of the relevant industrial solid waste comprehensive utilization concept,and then introduces about comprehensive utilization of industrial solid waste research trends and national relevant Laws,regulations and policies.The second chapter mainly discusses the Shanxi Province industrial solid waste comprehensive use management policy status quo,existing problems and the causes of these problems.The third chapter propose the countermeasures and suggestions to improve the comprehensive utilization of industrial solid waste management policy in Shanxi Province.In the conclusion part,do a brief summary for the thesis and further expounds the great significance and effective way to improve the management policy on the comprehensive utilization of industrial solid waste in Shanxi Province.The purpose of this paper is based on analysis of China and Shanxi Province,comprehensive utilization of industrial solid waste present situation and management policy formulation,implementation,find the influence of Shanxi Province industrial solid waste comprehensive utilization management policy and on to research and improve the comprehensive utilization of industrial solid waste policy of the countermeasures and proposals.
