Along with the growth of the economy and the inflation of the Population, more and more Municipal Solid Wastes are thrown to the earth, causing many social and environment Problem. It not only causes serious Pollution of the environment also can influence the development of economic and the stability of society. How to do with this problem quickly and effectively and how to realize the sustainable development of society becomes a worldly research topic today. The fast development of modern logistics has been already expressed that carry on an object with the theories of logistics can raise the economic efficiency. This paper treats the problem of City Municipal Solid Wastes form the angle of logistics.The design of reverse logistics network for Municipal Solid Wastes is concerned with economy and society. This text put forward the characteristic of Municipal Solid Wastes, and researching contents of LRP. In general, the wastes are collected by the truck to the transfer facility and then to the dispose facility, we establish a three layer site selection-route model., which contains the site selection of the transfer facility and the dispose facility, and determining the best strategy for locating the wastes sources to transfer plants and transporting the waste form transfer facilities to dispose facilities. The goal is to select the optimum numbers, locations and capacities of transfer facilities and dispose facilities to open so that all wastes sources are satisfied at minimum total costs of the reverse logistics network and at minimum disutility to people.Take for a example at the end, this article re-plans the waste logistic network. In the new network, a transfer facility is increased. Though it makes the fixed facilities construction cost increase, the total distance of collection and transportation is decreased. Overall, the new logistic network reduced the total cost and increases the efficiency of logistics.
