In recent years, qualified personnel management has become a new direction in the field of human resources. Due to its focus on the successive processes of introducing, identifying, cultivating, supervising and retaining key employees, it is establishing long-term advantage for companies and enterprises as long as HR is concerned. Currently in the transitional phase from a "leading civil-aviation power" to a " civil-aviation superpower", China has the fastest-growing civil aviation industry world-wide, with a most promising future. Because of the growth of freight volume, expansion of passengers, and the competitive force from the private airlines, state-owned airlines are now faced with a more and more urgent demand for qualified personnel.As one of China’s three major airlines, MU is trying to break through the market obstacles by means of strategic transformation. In order to improve MU’s personnel management and make it a match of MU’s strategic objectives, this paper discusses the existing status of MU’s management of managing, professional, technological and service personnel. The analysis is based on249questionnaires and95interviews. The module assessment reveals the gap between MU’s personnel management and its strategic objectives, such as the imperfect structure of the personnel, the loose relation between the cultivation and the task requirements, imperfect personnel co-ordination system, and lack of detailed policies concerning personnel. Thus suggestions as how to improve and optimize personnel management have been put forward.Study in this paper verifies the applicability of the qualified personnel management theory in large state-owned enterprises provides a local sample of mature personnel management research, summarizes the practice in this field. It serves as a helpful exploration for further development of airlines’ personnel management in the long run.
