Since the1990s, China began to enter the fast transition of society and economy. In the planned economy to a socialist market economic system transition in the process of land use system, the housing distribution system, the household registration management system and related system reform, urban residents’ income gap increases, the massive influx of floating population, the rapid expansion of city space in the process of rapid urbanization and the internal restructuring of factors have prompted the significant changes in the pattern of China’s urban poverty. Poor composition from the traditional "3without" personnel to serving low-income, laid-off workers and migrant workers started to change. In addition, the development of higher education geared towards popularize, highly educated employment population increased year by year, most of the graduates choose in the big city for living, low income and spending big, easy to fall into poverty, become an important part of new urban poverty groups.At the same time, along with the rapid development of urbanization, urban environment pollution is also increasing, especially in some big cities in the developing countries, all kinds of environmental problems are more serious. Urban environment problem also is not optimistic in our country, all kinds of environmental pollution events emerge in endlessly, and urban environmental quality is generally poor. Environmental pollution type gradually by a single environment pollution to the more elements, mixed pollution transformation, from one dimension to multi-dimensional three-dimensional space in time and space development.Xi’an is one of the most rapid urban economic development in northwest China, in the process of development of urban poverty problem is increasingly highlighted. In this context, based on the existing research results, has chosen the Xi’an city as the object of empirical study, supported by ARCGIS spatial analysis technology, such as urban geography, urban sociology and spatial statistical disciplines related theory as the foundation, according to the statistical yearbook and government statistics and questionnaire of firsthand data, spatial and temporal variations of Xi’an urban environment and its coupling with urban poverty evolution characteristic has carried on the empirical research.This paper is divided into six chapters. The first chapter is introduction. Analyzes the research background and research significance, and puts forward the research ideas and research framework. The second chapter is for the domestic and foreign related research progress. First of all, the status of new urban poverty research in China and abroad were summarized, then the relationship between environment and poverty at home and abroad research status are reviewed. The third chapter is for the change characteristics of Xi’an urban environment. First introduced in this paper, the research area, and then respectively on the atmospheric environment, water environment, noise environment, vegetation coverage were analyzed, and the comprehensive environmental quality was analyzed by using the multistage fuzzy evaluation method, to Xi’an in1990-2012has carried on the induction analysis and classification of various environmental conditions change. The fourth chapter1990-2012, all kinds of environmental quality and the distribution of poverty coupling evolution analysis, by using ARCGIS analysis the three time points in the atmosphere, water, noise, vegetation and comprehensive environment and coupling distribution and evolution law of poverty. The fifth chapter is anti-poverty countermeasure and how to improve the environment. Distribution from two aspects of the environment and poverty put forward relevant countermeasures. The sixth chapter is conclusion and discussion. Mainly sums up the main conclusion of this article, points out the shortages existing in the research and the problem need to be further discussed in the future.In this paper, the main conclusions are:(1)The atmospheric environment and poverty degree of coupling the basic rendering atmosphere good quality heavy regional poverty and poor quality of the atmosphere relatively light regional poverty. From1990to2012, the atmospheric environment, excellent-good coupled with high levels of poverty into poverty and mild coupling. In Atmospheric environment medium area, its poverty present random distribution, without obvious coupling rule. Environment poor-poor area by basic and moderate coupling into poverty and low poverty coupling.(2)Degree of water pollution and poverty to present basin coupling, namely ZaoHe light water pollution, low degree of regional poverty, and downstream pollution, poverty also increases. In addition to the action BaHe interchange-BaHe bridge town. BaHe action also presented the same trend. Are randomly distributed in2012. the basic law of no coupling.(3)Noise environment and poverty both present random distribution,no obvious coupling relationship. (4)Coupling vegetation environment and poverty:in the city suburb high vegetation coverage areas basic coupled with high levels of poverty and the distribution of poverty areas in the heart of the city is more complex, not a unified the coupling rule. In1990, the low vegetation coverage area with moderate poverty coupling, high vegetation coverage area in the outer suburbs action BaHe area basic coupled with high levels of poverty. In2000, is a random distribution, coupling rule. In2012, the coupling present local refinement. Low present three northwest-southeast to the strip of the coupling region, from south to north in turn is coupled with, Taoyuan road south2nd ring of poverty to ChanganLu street mild coupled with poverty, GongMiao slope coupled with moderate poverty too b road on the street. Coupling vegetation cover area medium with mild poverty. Other vegetation classes have no obvious coupling law of poverty.(5)Comprehensive environmental and poverty coupling:basic rendering environment good quality heavy regional poverty and poor quality of the regional poverty is relatively light. From1990to2000, comprehensive environment excellent-good area along the BaHe coupled with high levels of poverty became to no obvious coupling rule. Comprehensive environment-poor regions with moderate poverty coupled to a basic coupled with high levels of poverty and eastern suburb in northern suburb of no coupling rule. Comprehensive environmental difference area and poverty by random distribution into the BeiGuan and poor GongMiao slope area with moderate coupling, north gate to the Zaoyuan west region coupled with mild poverty. From2000to2012, comprehensive environment excellent-good streets to reduce, and the relationship between poverty by decoupled into near driving slope, such as poor coupling and mild. Comprehensive environment-poor areas in the northern suburb of basic coupling with the moderate coupling became mild poor coupling. Comprehensive environment with poor street further expand to the south and north, into three northwest-southeast to the strip coupling area, from south to north in turn is coupled with jujube to small village streets of poverty, Taoyuan road to ChangAnLu street mild coupled with poverty, GongMiao slope coupled with moderate poverty too b road on the street.
