After the Cold War, the international political and economicalorder stays stable in the era of globalization. The pursuit of nationalsecurity and economic growth becomes the strategic target of everysingle country, which heavily relies on the long-term and stablesupply of energy. Africa’s natural energy advantages and its openenergy diplomatic policy attract major countries fighting over theirinterests in Africa. Meanwhile, the internal conflicts in Africacontinue. With the intensification of the conflicts of energy politicsand the development of energy cooperation between China and Africa,China’s energy diplomacy in Africa becomes an important subject.This paper aims to frame China’s energy diplomacy in Africa andforecast the policy in the future based on the following three aspects:firstly, the major countries adjust their energy policies in Africafocusing on the strategic competition by relying on the countries andmultinational corporations one after another in order to get theinitiative in the energy competition. Secondly, although Africancountries enjoy economic growth through energy development andcommercial trade thanks to globalization, the political and socialproblems in Africa still have not been properly solved. Differentinterest groups within African countries ally to try to reallocate oilwealth and start the internal competition of oil, bringing politicalchaos and misery to the people. It impacts greatly on China’s strategyin Africa, including the increase of political crisis, the difficulty inmarket developing and so on. Thirdly, Chinese enterprises are facedwith lots of challenges in investing in Africa. Therefore, regarding energy cooperation between China and Africa, we not only need tocompete with other countries, but also need to deal with the crisisresulting from internal competition among African countries, most ofall, we need to reflect on our own problems. All these challengesindicate that China is in need of framing the energy diplomacy andmaking pertinent energy policy in Africa. This essay is in the viewthat China should take into consideration of the following threeaspects in this issue: firstly, deal well with the relationships betweenChina and other major countries and contribute to the development ofthe world; secondly, deal well with the relationships between Chinaand African countries and contribute to the development of Africa;thirdly, enhance the system development of China’s internationalcorporation’s investing in Africa.
