Since the carrying out of reform and opening up policy, Chinese economy has been developing quickly and continuously, in which energy plays a basic role of guarantee. In the early 21st century, however, quick development of Chinese economy needs more energy supply. Chinese energy suppliers can no longer bear the burden and depend more on abroad. The problem of energy has stood out increasingly. The report of 16th NPC predicts the Chinese GDP in 2020 will increase double over that of 2000. To reach the goal and keep a high development speed, energy supply must be ensured.Cooperating with foreign countries is one of the main measures that China secures energy supply. In order to make our energy cooperation more effective, we should emphasize it as a strategy. Work out an operative and realistic energy-oriented diplomatic strategy as well as make full use of all available resources. Through different ways including politics, diplomacy and economics, China should focus its attention on cooperation with other energy resource countries (area). This cooperation can help China secure stable energy supply as well as diversify its energy import.About the target cooperating countries, this thesis discusses three-party cooperation which is China, Japan and Russia to substitute two-party like Sino-Russia or Japan-Russia. China and Japan are large energy consumers, and Japan has bigger demand of energy because of its limited energy gift. Due to all these factors as well as accumulated rancor and Japan's precaution, China and Japan conflict a lot in the energy market. These conflicts did great harm to both meanwhile raised energy cost, which we could see from the contest about the "Angarsk-Daqing Route" and "Angarsk-Nakhodka Route". Under the instruction of Chinese energy-oriented diplomatic strategy, we should choose three-party cooperation instead of two-party to avoid low level competition in order to secure Chinese energy safety and maximize Chinese energy benefit.The thesis studies the establishment of Chinese energy-oriented diplomatic strategy and the future of energy cooperation in four parts as follows:1. The first part studies energy distribution features and utilization in China, based on which works out an effective energy-oriented diplomatic strategy.2. In the second part, it analyzes the energy gifts of Japan and Russia, as well as their energy policies and energy oriented diplomatic strategies.3. From the view of geopolitics, the third chapter studies the history and actuality of energy cooperation between China and Japan as well as China and Russia, and points out all the factors that influence and restrict these co operations, some of which are from China itself as well as from the targeted counties including energy, economy, politic, diplomacy and history, etc.4. Finally, starting from Chinese energy-oriented diplomatic strategy, it discusses how to solve those obstacle factors, and analyses the feasibility, the field and way of cooperation between Sino-Japan, Sino-Russia as well as among the three.The role of energy to Chinese economy is just like sea water to a large speedy wheel. It is very important for Chinese speedy economy to guarantee future energy supply. Work out an operative energy-oriented diplomatic strategy and carry out energy cooperation with Japan and Russia, raise the strengths while avoid the weaknesses, take what everyone needs as well as reach a mutual benefit and win-win situation are what Chinese energy-oriented diplomatic strategy pursue and anticipate, which are exactly the purposes of this thesis.
