A Study On The Transfer Of Rural Surplus Labor In The Process Of Urbanization In Yunnan Province

Yunnan province is located in China’s southwest frontier. The urbanizationconstruction of it is backward.In a sense it causes the lagging behind of the economicand social development. Here are some reasons for the backward.First,it is a minorityarea.Second,It’s reform and opening up started late.Third, The transportation isinconvenient because of many mountains.According to the special provincecircumstance,Yunnan provincial government strengthens the planning and layout, adjustsmeasures to local conditions,protects reservoir and cultivated land red line,changesthe way of urban construction and walk a way with the characteristics of constructionof mountainous cities and towns urbanization.In the process of Yunnan’surbanization,Some problems occurs.Massive rural surplus labor with a lower overallquality and low level of labor skills; Transfer of rural surplus labor transfer on asmaller scale.Industrial structure is still belongs to the traditional.The enthusiasm ofpeople in mountainous and hilly region is higher than people in the damregion.Moreover,the eastern region is still a primary transfer destination.Employment proportion of primary industry in Yunnan province graduallydeclined(Deviation is very large) and it needs to absorb a large number of labor;Gradually the proportion of secondary industry employment is increasing(Deviationis a little large) and it urgently needs to improve absorbing employment ability;Gradually the proportion of tertiary industry employment is increasing(Deviation isnegative) and absorbing employment ability is insufficient. Based on VAR model,Analysis shows that the scale of rural surplus labor transfer in Yunnan province hasstrong inertia.The tertiary industry output value of a share of GDP, rural humancapital stock, urbanization rate, the second industry output value of a share of GDP, inturn, has a strong influence on rural surplus labor transfer; In the short run, thetertiary industry output value of a share of GDP, rural human capital stock andurbanization rate are the main reasons for the changes of size of the Yunnan provincerural surplus labor transfer. So Yunnan provincial government should promote thecharacteristics of the transfer of rural surplus labor force in urbanization by strengthening human capital investment of rural labor force, strengthening theoptimization and upgrading of industrial structure and accelerating the construction ofurban and rural integration.
