The main purpose of the regional library consortia is resource sharing, and library resources sharing, is by the library alliance members pavilion between a form of Shared resources. The advantages of resource sharing is that all members of the house can unite,maximize the use of library services, collaboration, the use of limited resources, and with the least amount of money, to gain the most complete most of the information resources,and a single library could not be achieved. Heterogeneity is the main characteristic of the regional library consortia, it is relative to the case of homogeneity. Look from the development history of the library alliance, with nature is the foundation of the library alliance. With nature, refers to the alliance same, function, nature of library service mode.Between the nature and the service function of library alliance is stable, resources to build a consensus, the difficulty of management control. And heterogeneity of library alliance,including the library of university library, city and county public library, science and technology, the alliance inside the pavilion at the different nature, different resource characteristics, the service object different needs. Compared with the nature of the library alliance, alliance management, resource integration, co-construction and sharing mode,technology platform, the difficulty of the integration of the service object. And alliance to gain benefit, once the region’s economic and social culture development all-round benefits generated by the homogeneity union cannot be achieved. Heterogeneous resources sharing the regional library consortia in China especially for this model research.
