In today’s era of rapid development of science and technology, the fact that human resource is considered as the "first resource" has become increasingly prominent. Professional and technical personnel in Lijiang is the largest group in the whole talent team with the highest level of expertise and the most innovative ability. It is the backbone and dominent force of the whole talent team as well as the key factor to promote the city’s scientific and technological innovation and the transition of development mode. With the development of information technology, information management has penetrated into every professions and fields. Informationization has motivated and promoted the economic and social development. And it is becoming more and more difficult for the traditional management system to cope with the new situation. Thus it has become an urgent demand to study and develop a management system of professional and technical personnel.This thesis starts with the research background of Lijiang management system of professional and technical personnel with a literature review of relevant systems and their applications. It accordingly derives the focus and the methods of the thesis. By software engineering and object-oriented method, the thesis analyzes the demand of the new system. First, in terms of professional work, it analyzes the problems of current system, the organizational structure, the original procedure and proposes a reformed and optimized procedure. Second, in functional analysis, it defines the functions of management system of professional and technical personnel with the help of case analysis and description. The functions include the management of routine work, the management of professional title evaluation and evaluation judges committee, the management of excellence appraisal and election, the management of community-level expert research stations and the management of statistical reports. The thesis puts forward package diagram of the general function and sub-package diagrams of the sub-functions. For example, the package diagram of professional and technical titles management is composed of parameter setting, application of professional title, checking of application materials, professional title evaluation and professional title approval. Third, as for the data analysis, the thesis analyzes the data which are necessary for each function. It is illustrated with a diagram of entity class and the structure of database sheet. Finally, it comes to the conclusion and looks forward to the future work to be done.
