With the rapid development of network information technology and enterprise information technology, especially for the Yunnan Province, the Scientific Research Institute of educational science is now performance evaluation mechanism, involving the post, management, education and scientific research activities, and so on. If we use manual and paper documents to manage the education and scientific research activities, wages, performance and so on, waste of human and material resources and there are many uncontrollable factors.In this paper, the principle and method of software engineering to the performance management system of Educational Science Research Institute is analyzed. In the business analysis, using activity diagram to illustrate the business process, the paper analyzes the existing problems in the performance management of the Educational Scientific Research Institute, and gives the transformation of the original business process. In the functional analysis, the specific function of the performance management system of Educational Science Research Institute is described by use case analysis and use case description. Including the basic information management, assessment of information management, assessment, assessment, assessment management, results analysis and other functional modules, and gives the overall functional structure of the system as well as the function of the sub module structure diagram. In the data analysis, through the analysis of system function and demand, the system database of the logic structure, the function of each sub module data analysis, the system of the E-R diagram, the last of the research and analysis of the shortcomings of the work and shortcomings.In the end, some problems are solved in this paper, which provide reference data for the future improvement of performance, and provide supplementary data for the application of performance appraisal results. Not only can the individual or department of the total score of the results of the assessment, but also can be the individual or department of the evaluation of the indicators of the score for a comparative analysis.
