Railway freight,with the characteristics of large volume,economical efficiency,security and environmental friendly,plays a significant role in the logistics and transportation industry in China.In the past,China railways mainly focused on improving transport capacity,ensuring transport safety and building up functional organizations of enterprises,whereas losing sight of the rapid response mechanism to market competition.In particular,with the rapid development of modern logistics industry,the logistics industry represented by highway and aviation has grown rapidly,which leads to the continuous decline of railway proportion in social logistics.During 1978 to 2016,the ratio of railway freight volume decreased from 34.5% to 7.56%,the railway freight turnover the amount of proportion decreased from 53.8% to 12.84%.According to the statistics on goods classification,the volume of freight and other bulk cargo in railway transportation take about 87%,while the white goods and containers take up less than 13%,compared with which white goods and containers accounts about 40% in the US railway freight volume.The data shows the huge potential that China railway can be improved in the white goods and container transportation market in the coming future.As China is under the process of economy mode transformation,high-end services and manufacturing development,and consumer demand is growing in the national economy.China Railway Corporation has realized that it must continuously improve the competitiveness of the enterprise through advanced technology and marketing management.In 2015,95306 freight service system opened,the information level of railway freight system improved,and in December 2017 the electronic invoice system began trial operation in the national railway system,which provides a basic platform for railway freight transportation system network and intelligent management.However,the railway freight business process and electronic waybill system in the integration still have problems to be solved.Based on the urgent need of optimization in railway freight process of China Railway Corporation electronic tickets system,with the previous researches on railway corporation and stations,from the customers' point of view,this paper quantificationally analyzes customers' needs by using improved estimation method,accurately identifies characteristics of the railway freight customers' needs,clearly indicates the problems need to be improved in railway freight flows which are mainly in the aspects of timeliness,safety,conciseness,etc.Combined with the actual process of non-coal goods and container transport,the paper establishes the Petri network model of existing processes of non-coal goods,arrival and departure of containers by taking Harbin Railway Bureau as an example,and tests the validity of the model by using invariant analysis method.After which,from the perspective of the process analysis,this paper indicates existing problems which can affect the process efficiency in all stages of processes of non-coal goods,arrival and departure of containers by using the Petri network incidence matrix analysis method,and analyzes the customers' needs and the structure of business processes by using the indicates matrix recombination algorithm to optimize the freight process.Based on above analysis,together with the results of customers' needs and process analysis,this paper puts forward optimization plans of processes of noncoal goods,arrival and departure of containers,establishes the corresponding railway freight service system according to the optimization flow.The paper has also introduced online payment system,real-time synchronous transmission system of electronic tickets,allocation,supervision and evaluation system of railway logistics tasks,online booking car system,intelligent system of containers and other modern technologies into the optimization process.This paper presents the design of the data exchange platform for railway freight transportation system of Harbin Railway Administration and the cooperation mode of online and underline.Lastly,using stochastic Petri network performance analysis method and Flexsim simulation method,this paper compares and analyzes the business processes before and after optimization in mathematical analysis and simulation verification according to the time,and establish a set of analysis,optimization and verification system railway freight process.The result of this research shows that the efficiency of the process of non-coal goods,arrival and departure of containers has been significantly improved.
