The unique geography and weather conditions in Kunming Changshui Internatio nal Airort entail the inevitability of massive flight delays. With the development of the airport, the number of take-offs and landings of flights and passenger throughput are growing, yet there is a clear lag in the emergency coping system. Apart form strengthe-ning management, the use of information technology in improving the efficiency of emergency coping system is proved to be effective as well. It will be a breakthrough with the bottleneck of massive fight delays in Kunming Airport, and of great inonative significance with sevice improvement.In the thesis, the author first introduces the background on which the Informatio n Ma-nagement System for Massive Flights Delay in Kunming Airport is conceived, a nd how to enhance the quality of emergency management and service delivery by continuously improving coping capability for massive flight delays with the adoption of information technology. In the second section, the author states the goals of syste m design, carries out detailed requirement analyses for functions involved in airport emergency coping, such as requirement analyses for delay management functions, for system functions, and for related data. Transaction flow diagrams,data flow diagrams, and input processing output diagrams are presented with adata dictio nary for description. Regarding system design, it consists of overall design and mod-ule design based on functional requirements. The hierarchy diagramsare presented consisting of specific functions including flight reduction, aircraft stands distribu tion, release of delay information, and telegraph decoding.Hierarchy diagrams, input processing output diagrams, processing flow char t areelaborated on. Entity-relationship models and database table structures are used to design a database. In the end, the author generalizes the long-term prospec t of the Information Management System and the existing problems to be solved, and describes the shortness in the thesis.The adoption of Management System for Massive Flight Delays could be effective to reduce the time needed for information transfer, improving the efficiency and accuracy of information transfer, provide the command authority with more timely and accurate information, thereby enhancing the accuracy of decision-making process. The system could automatically execute some coping measures, thereby freeing more manpower from unnecessary labor and reducing human errors. Therefore the system will be of grat significance to enhancing the efficiency with managing massive flight delays in Kunming airport.
