With the development of modernization construction, lighting and landscape lighting are playing more and more important role as the important symbols to embody the urban image and the level of urban construction. Lighting is not only an important municipal facility of the city beautification, but also closely related to the life of the residents. However, the street lamp equipment is scattered in every area of the city, and it is difficult to unify the management and the flexible control of the street lamp. In order to solve these problems, this paper makes a detailed research on the management style and the demand of street lamps in small and medium-sized cities, and the advantages and disadvantages of the same kind of products. Then we design the street lamps intelligent surveillance system based on these investigations. The system, developed by the Delphi language and Server SQL 2008 database platform, uses the mature GPRS wireless communication mode, combined with the monitoring terminal, communication network, computer control system and other modules, to implement the functions of remote control, remote messages, telemetry and intelligent management over the urban lighting.The system includes seven modules, which are user management, site management, communication management, time chronology, alarm management, data acquisition, query and print module. Users can not only visually control and monitor the system, but also collect information of the site. As for the information management, the system offers all forms of current and history information, operating logs, querying communication log data, and the statistics and print functions to meet the user’s office automation needs. Besides, the application also provides adding, deleting, updating site users and site management capabilities to meet the demands of centralized control and automation of the small and medium-sized cities street lamp system, further improve street maintenance efficiency, ensure the overall lighting rate and the rate of equipment in good condition, improving the quality of urban lighting; but also to achieve energy saving management, to avoid the waste of energy.
