Research On Reader 's Participation In Library Management

Readers’ involvement in the management of library is one of basic rights of readers, and its guarantee system should be established accordingly. Readers’ rights of involvement in the management include right to be informed, right to offer a proposal and right to state the opinion, right to participate in decision, right to appeal and indict. In recent years, there is an increasing attention towards issues concerning guarantee of readers’ right of involvement. Readers’ involvement in the management of library is the demand of library’s legalized management and standard library decision-making mechanism.The third Plenary Session of the 18 th Central Committee of the communist party of China notes that it is imperative to promote public library, museum, cultural center and science center and etc. to establish council system, and attract relative representatives, professionals and people from all walks to involve in the management. This is definitely the forceful safeguard to readers’ involvement. According to content of readers’ right of involvement, the paper put forward that several effective guarantee system such as council decision-making system, information disclosure system, hearing system should be implemented, so that the development of library is boosted and readers’ rights are better safeguarded. In a word, readers’ involvement in the management of library is the inevitable choice of management system reform of China’s public library.
