The economy in Xi’an region has enjoyed a rapid growth in recent years,which facilitated continuous increase of the existing residential buildings(ERB) area and constant improvement of people’s requirement for the amenity of residential buildings. As a result, the energy consumption of ERB increase higher. It is not only an opportunity but also a challenge to the energy saving reconstruction(ESR) of ERB in Xi’an region. On the one hand, it’s the key of ERB’s energy saving reconstruction to the realization of energy conservation, resource utilization, environmental protection and sustainable development. On the other hand, the evaluation of the ESR’s effect on ERB in Xi’an region is rarely studied at present, which is not conducive to the large-scale promotion of the ERB’s ESR. Therefore, the study of ERB’s ESC can give an objective evaluation to the projects reconstructed, and promotes its development healthy.A large number of studies concerning on the evaluation of ERB’s ESR in Xi’an area is carried out in this paper. Then the evaluation system of ERB’s ESR in Xi’an region is established, and the evaluation model based on variable fuzzy set theory is proposed finally. First of all, it is necessary to establish the system of ERB’s ESR in Xi’an region via the current research status of ERB’s ESR at home and abroad. Based on the above, with the combination of existing evaluation index system, the code of building design and domestic relevant research literature home and abroad, the evaluation index is screened and optimized with consulting some experts and its percentage is determined by using Analytic Hierarchy Process(AHP) and yaahp software. Then the evaluation system of ERB’s ESR in Xi’an region is established finally. And then on the basis of this evaluation system, the reconstruction effect of ERB’s ESR in Xi’an region is established with the introduction of variable fuzzy set theory for the first time in this paper. Finally, example verification of the evaluation model is carried out by using one energy-saving reconstruction project in Xi’an and the evaluation results is consistent with the actual situation, which shows that the evaluation model is objective and effective.The research purposes of this paper are to improve ERB’s amenity, reduce ERB’s energy consumption, and promote its environmental friendly development, in order to facilitate the development of ERB towards the energy-saving, green and healthy direction. The results of this study have certain guiding significance and practical value for ERB’s ESR in Xi’an region.
