Under the constraints of social structure, residents who are living in run-down communities are not able to follow the development pace of the whole city as the venerable. Community regeneration is facing the challenge of multiple levels of scarcity. Moving from increment time to stock time, regeneration will be the one the most important part of planning from now. This study is based on the community, with the community development and evolution of the power of the residents as the perspective, based on the comparison of different national conditions and social background of the United Kingdom and China, to explore the road of community renewal in line with China’s actual situation.The main content of the study contains 3 parts: Butetown community development evolution, the British community regeneration in stakeholder participation and interaction, compared with the Chinese community renewal and development advantages, disadvantages and the way to carry on.
