Research On The Participation Path And Eniightenment Of American Community Planners

Urban renewal and urban governance have formed a close interactive evolution and appealed responsive relationship.As the main professional force in urban renewal,planners play an important role in promoting the coordinated development of the two.The community is the basic carrier of urban governance,and the establishment of a cooperative platform for coconstruction,co-governance,and sharing is an important implementation of promoting refined social governance.In this context,The role positioning,working mode,functional requirements and mechanism construction of community planners have gradually become a hot topic in the research of urban community development.The United States has carried out research on community planning and governance earlier and has a set of participatory community planning models with American characteristics,in which community planners have gradually played a key role.Based on this,the role of the American community planner is determined as the research topic of this article.By summarizing the practical experience of three types of American community planners,this paper determines the participation paths of American community planners,and gives some Referential promotion strategies combined with the practical characteristics of existing community planners in China and the characteristics of China’s system.It mainly includes the following aspects:First of all,this paper reviews and combs the development history of American community development and urban renewal in the existing literature,and considers that the collaborative participation of multiple subjects and the integration of urban planning and design is an inevitable trend of the development of the times,and discusses the classic theories related to participatory community planning.Put forward the way that community planners participate in community renewal and the abilities they should have.It also elaborates the social and institutional basis of the role of American community planners,and determines the characteristics and main types of American community planners.Secondly,corresponding to the three typical types of community planners: administrative power oriented type,non-profit organization oriented type and university assistance type,three typical cases of Seattle community planning,Gateway Main Street Plan and Chicago Pearson Community Planning are selected for case analysis and research.Through the introduction of the case background,the composition of the community planner system,the content of participation and the analysis of the relevant participation mode,the characteristics and restrictions of each type of community planner are determined.Through the summary of three typical cases,the participation paths of the role of community planner in The United States is shown as follows: the mechanism construction pays attention to the coordination and cooperation of multiple forces,the personnel composition has the attribute of the role of community manager,and the whole process coordination and participation mechanism is constructed in the program operation.Finally,by summarizing the practical characteristics of community planners in China,combined with the participation paths of community planners in the United States,the development logic of community planners in our country is determined,and it is believed that at this stage,our country still needs to take the form of government power outlines as the leading form,and use community planners as government forces.It also puts forward the promotion strategies of community planners in China from three aspects: the perfection of community planner system,team construction and the optimization of working mode.
