China’s civil aviation industry, with the development of more than 10 years, has witnessed a rapid and constant progress domestically but relatively less progress in its international competitiveness. So far, no hub airport with a high percentage of transit passengers has emerged yet in China since Chinese airports lack the ability to stand out above the rest in Asia-Pacific region. Therefore, with the target of “strengthening our country by promoting the construction of civil aviation”, the civil aviation administration authority intends to position three domestic airports as hub airports and record the target into China’s development strategy. The three domestic airports are Beijing Capital International Airport, Shanghai Pudong International Airport and Guangzhou Baiyun International Airport.Guangzhou Baiyun International Airport once experienced remarkable development during the initial period of reform and opening-up in China and it placed first domestically for 8consecutive years in terms of aircraft movement and passenger throughput. Since its relocation in2004, the new Baiyun International Airport has been operated for 12 years and faces some problems as serious resource bottleneck, shortage of overnight aircraft parking lots, overloaded terminal and the restricted airspace time schedule. As a consequence, Baiyun International Airport has to slow down its move to become a hub airport. And the problems will not be resolved until 2018 when the terminal 2 is completed and put into use. At that time, Baiyun International Airport will possibly make a great leap in building itself as a hub airport.As the core of airport management is process management, the core of process management is transit process management. By applying the theory of process optimization and using research approaches of literature survey, statistical analysis, benchmark analysis and systematic research, the paper summarizes some basic factors and characteristics of some international leading airports and compares the domestic and international airports in terms of their construction and development. With the guidance of six principles, namely, “being automatic,universal, flexible, standard, convenient and culturally-featured”, the paper deeply analyzes the passenger transit process and luggage handling process of the Terminal 2 of Guangzhou Baiyun International Airport and points out some of its problems as lack of universality in some process,disordered passenger flow at immigration, non-specific transit information guidance, shortage of some matching establishments, lack of information technology support, non-standard time arrangement in some key process and lack of local culture features. Furthermore, to solve theproblems, the paper proposes different solutions from 8 different perspectives, namely,connecting time control, facilities and equipment arrangement, human resources investment,service management, information technology support, custom transit police support, environment and atmosphere design, key performance indicator supervision and etc. so as to improve the convenience, comfort and management controllability of international transit process, making it possible to realize the goal of initiatively optimizing the process management in advance instead of being forced to make lagged changes.
