China emerged a major national urban agglomerations in the background of our country socio-economic and urbanization process promoting continually these years. Intercity railway as the most important connection in the urban agglomeration have been developing continually with providing traffic supply to those cities or urban areas. Intercity railway will play a role in skeleton among the urban agglomeration.At the same time, the core cities in urban agglomerations will plan and construct their own regional rail transit for expanding its urban space and strengthening contacts with the surrounding area. Meanwhile, the core cities often become an important node in the inner urban agglomeration intercity rail network. Therefore, each core city`s existing or planned regional rail transit line at the same time connecting the main city and outlying regions, there will be a situation that the regional rail transit line position and intercity railway line position may overlap. And the situation may cause any effects like that overcapacity, waste of resources, noise and vibration pollution. To avoid potential adverse consequences and to provide a basis for decision that making planning and construction the regional rail transit and intercity railway in the overlap region, author researched the generalized cost of the regional rail transit and intercity railway compared plan.At first, the paper clarified the overlapped area`s formation mechanism by the formation of urban agglomeration and the development of intercity railway and regional rail transit. Then, it analyses the overlapped area`s internal traffic and passenger travel demand characteristics. Secondly, it analyses the difference between intercity railway and regional rail transit by their own transport properties from six sections that distribution of stations, train speed, traffic characteristics, vote system set up, organization of transport and passenger waiting time etc. Thirdly, it established the corresponding generalized cost function by the time value analysis. For intercity passenger travel demand and the inherent characteristics of the basic characteristics are analyzed to obtain a variety of methods to determine the value of the travel time by different purposes. It calculated the two rail ways share ratio by using a mature disaggregate model.At last, it calibration parameters of the generalized cost function by the specific circumstances of the planning Lintong line of Xi’an metro(the regional rail) and “GuanZhong” intercity railway network "Xi’an- Lintong" section. It obtained the share ratio with the travel distance increment changing under different conditions( departure interval, station setting, etc.) by calculating and fitting. It will provide evidence for the more scientific planning and construction of Xi’an metro`s regional rail and GuanZhong intercity railway by using the result.
