Research On Risk Management In The Construction Of Electric Power For TongLiao Power Supply Enterprise

Electric Power Development has entered the new stage of "The western power transports to east, north and south share power each other, nationwide network", the Electric Power Construction has entered a new development period. The electric power construction project is the foundation of the national economy construction, which shoulders the historical responsibility and glorious mission to our country economy development and social progress to provide adequate and reliable electricity. The position and role of the electric power construction project in the national economy is more and more significant, but the electric power construction project exists high investment and high risk. TongLiao Power Supply Enterprise acts as the construction unit and operation of electric power construction project and must have the ability of risk management and technical means to response. This can ensure the power construction projects to carry out smoothly. This paper studies risk management of the electric power construction project. This can offers experience and provide theoretical basis and practical guidance for the electric power construction project risk management of TongLiao Power Supply Enterprise.Based on studying the theory and method of risk management, this paper loos up related literature about project risk identification and evaluation methods to study the risk management of electric power construction projectFirstly, this paper introduces the general situation of the electric power construction projects and analyzes the projects’ situation and characteristics. And summarizes the characteristics of electric power construction project risk, including the objective existence and long-term, diversity and high frequency.Secondly, this paper analyzes the risks of electric power construction project from three aspects of the time phase, project objectives, project participants and uses the method of questionnaire to identify the risk factors, which build risk assessment index system for electric power construction project.Thirdly, this paper uses the analytic hierarchy process and expert scoring method to determine the flow of electric power construction project risk assessment, combining with the characteristics of the risk of electric power construction project. Then this papers puts forward the risk measures for these risks that includes design risk, economic risk, technology risk, material risk, construction risk, management risk and external risk.Finally, this paper takes BeiGanqi Traction 220kv Construction project as an example to analyze, identify and evaluate the risk of this project using the proposed method. Through the risk evaluation, this paper concludes the key risk factors of BeiGanqi Traction 220kV Construction project and puts forward the countermeasures for these key risk factors.
