Tongliao Power Plant Project Planning And Implementation Of PMS

With the developing of Chinese electricity market which is characterized as "separating between net and plant, competing in price to supply power", power groups and power plants are gradually becoming independent enterprises to participate into market competition. The power enterprises must pay more attentions to safety and quality and ensure supply of electricity in time, meanwhile, the enterprises also must re-examine the content production and management. By introduced the PMS system, internal management of enterprise has been significantly enhanced and the HSE has got more standard and scientific. On the one hand, PMS achieved the safe production management and control; on the other hand, it made the production and management control getting achievement. This paper put forward the necessity and feasibility of using PMS through introduction the theory about PMS system. The project planning and implementation about PMS were analyzed, and corresponding measures were given.Some theories about PMS were introduced firstly in this paper, and the EAM, RCM and other comprehensive enterprise management solutions are focuses. The management of enterprise got more standard by combining safety, environmental, and health and making the idea of internal control as the important link and measure in corporation management.Secondly, this paper introduced the theory of PMS from three aspects which including safety, operation and assets.It was further illustrated that the PMS is a complete program of power enterprises by showing Tongliao Power Plant's promotion in management after PMS system was used, and FEAHP method is used to evalutate the application result of PMS. Finally, some experiences and inspirations were given though displaying its more standardized after enterprise used PMS system.
