Research On Village Planning And Construction Based On Public Policy Perspective

Urban and Rural Planning Law of P.R.C had clearly put forward the transformation of urban planning to urban and rural planning in 2008, made urban and rural areas into the same statutory planning system, thereafter, village planning has a legal status in the planning system. The importance of the development of the village has aroused widespread concern in the country. How to make a implemental rural planning that adapt to the development of the rural areas is a hot topic in the field of urban and rural planning.On the basis of analyzing the current situation and trend of village planning in China, it is found that the study of the public policy attributes of village planning and its application to the village planning is a new direction of current research field. Deem the prevalent phenomenon that the implementation of multiple rounds of the village planning in many places is lack of the understanding of public policy attributes of the village planning, but also as a public policy of the village planning its policy objectives, policy content, implementation and guarantee measures of the continuous process of revision.Zhuhai city is a first area of village planning and construction, which has accumulated much experience. This paper takes Zhuhai as the research object, try to gives a panoramic analysis to Zhuhai’s village planning and construction from the perspective of public policy, to summary its problems and achievements, also clarify the planning gradual evolution. Take the public policy cycle theory as the research logic,focus on carding of Zhuhai happiness village construction planning’s control system and its application, and summary the control strategy management experience, to provide a new perspective and enlightenment to recognize essence of village planning as we are going to a period that the functions of the government transferring from the economic construction type to the public service typeFirstly, the paper analyzes characteristics and the existing problems of Zhuhai’s village, planning, give a panoramic analysis to Zhuhai’s village planning and construction, then summarizes the experience of it, then address the various stages of planning problems and deficiencies.Secondly, takes the policy cycle theory as the main research logic, make a analysis and experience summary of Zhuhai happiness village construction planning from its goal of the determination, policy formulation, implementation and evaluation.Finally, according to the above research, this paper discusses the reasonable ways and models of village planning and rural development.
