Post Evaluation Theory And Application Research Of Wind Power Engineering Project

With the adjustment of China’s energy structure, ensuring the clean and stable supply of energy has become the main direction of the development of China’s energy field. China has a vast territory, and rich wind energy resources. As an important new energy, wind energy has important significance to reduce the consumption of traditional fossil energy and promote the adjustment of energy structure. Wind power engineering project is the main way of wind energy utilization, and the success of wind power engineering project is essential for the effective utilization of wind energy. Therefore, in order to improve the success rate of the project, managing and scientific evaluating the design, construction, operation and other aspects of the wind power engineering project is necessary. Project post evaluation is an important part of project management, and it is an objective analysis of the objective of the project, implementation process, benefit, function and influence. The implementation of project post evaluation can effectively identify the reasons for the success or failure of the project, summarizing experience and timely information feedbacking of project post evaluation can provide effective guidance for the decision-making of the new projects in the future.With the extensive development of new energy power, China’s wind power plant construction has been greatly promoted,and China’s wind power installed capacity has reached the world’s first. At present, because of the restriction of the intermittency of wind power generation and disposal facilities construction, China’s utilization rate of wind power is still relatively low,and the phenomenon is still a lot of abandoned all over the country. For the rational planning of wind power project, we need a a set of evaluation system to evaluate project objectives, implementation process and project effectiveness, and project post evaluation is such a system that can effectively guide the construction of wind power projects in China. Therefore, it is very important to study the post evaluation of wind power engineering project.This paper carefully reviews the present situation of domestic and international project post evaluation research. Then it points out the research contents and main innovation points of this paper. After that, this paper introduces the theory of post evaluation of the project, including:the meaning of the post project evaluation, the scope and characteristics of the time and so on. Third, after the full analysis of the wind power project evaluation, the evaluation index system of the wind power project is constructed, and the specific meaning of each index is explained. Fourth, according to the current mainstream evaluation methods and models, the use of AHP and fuzzy comprehensive evaluation method combined with the project of wind power engineering project post evaluation. At last, the research work of this paper is summarized, and the prospect is put forward. The project post evaluation theory is applied to wind power projects, and this paper establishs the wind power project evaluation index system based on the whole life cycle of the construction process after evaluation, project evaluation, project sustainability after evaluation and the overall economic benefits. According to the index system, this paper analyzes the idea and principle of the evaluation model, and combined with a real case of wind power project.
